Abstract

Increased support for the independence movement in Catalonia has caused institutional
instability and changes to the Spanish party system. This article examines
the differences in interpretation frames regarding the Catalan question
based on national party leader statements at four election debates preceding
the 2019 parliamentary election. The frames were defined in relation to three
questions: (1) did national party leaders in election debates portray the Catalan
process (Procés) as hostile, i.e., unconstitutional, or as a legitimate right of citizens
to protest? (2) do national party leaders frame the Spanish state as strictly
mononational or multinational? and (3) do national party leaders deem constitutional
changes necessary to resolve the Catalan question or do they prefer
the status quo? The analysis has determined five interpretation frames and has
shown that the two frames which aim for an affirmative resolution of the Catalan
question regarding dialogue with the Catalan government (Generalitat) have
enjoyed a majority, both during the debates and after the election.
